Fancy policy can’t be treated hanky-panky
Nevertheless, there have many issues and challenges in the formulation and execution process. We still reactive in many issues. For instance, highland tower tragedy was not serving any lesson to us and 15 years later we have faced the same disaster at Bukit Antarabangsa just 1.5km from the place. Could we simply say that all this happen by act god? This is really an escapism statement, indeed!
Above is one of the example from many hanky-panky environmental management issues in Malaysia. Nevertheless, all those obstacles must be overcome strategically by taking social and economic issues into consideration. In many turnarounds and transformation, the hardest battle is simply to make people aware of the need for the strategic shift. Lack of education and awareness has been identified as the main factors that the ‘green concept’ still has yet to gain full momentum amongst the organizations, whether privates or government. We are too obsess on technical while ignoring some ethical parts in managing our environment.
Besides the urgent needs for a holistic environmental policy, high commitment amongst the stakeholders which translated in their practises is paramount. Commitment will come with the sense of ownership. As my blogger colleague from Planet of Monyet, Dr Bala said, Instilling ownership is very important. Without instilling a sense of ownership amongst stakeholders, any plan will fail. After all, human capital development must be strengthened. No matter how good our objectives, skills, technologies and strategic planning are. But without knowledge-driven approach we will false picture in tailoring our future.

Pada hemat saya,undang – undang alam sekitar di Malaysia masih relevan. Banyak kes pencemaran alam sekitar mampu ditangani melalui perundangan alam sekitar. Tidak dinafikan masih ada ruang – ruang penambahbaikan yang perlu dibuat. Malahan diskusi antara pelbagai agensi dan pihak industri jugak semakin giat di perbincangkan bagi mengkaji perundangan sedia ada.
Selain dari perundangan yang perlu dikaji semula atau dipinda, perubahan dari segi cara dan corak penguatkuasaan adalah isu terpenting. Zaman kini pantas berubah jesteru itu orientasi penguatkuasaan agensi – agensi kerajaan juga perlu berubah.
Baru – baru ini timbul beberapa terma yang saya kira baik untuk diketengahkan dalam corak penguatkuasaan alam sekitar di Malaysia seperti ’performance monitoring’, ’self – regulation’and ’cleaner production’. Pendekatan dan konsep penguatkuasaan baru ini jauh berbeza dengan perundangan sedia ada yang dilihat oleh masyarakat luar sebagai ’control at end pipe’.

Agree with you. Many of our laws and policies dah ketinggalan zaman. Not pro-active enough. Everyobody only reacts after atragedy has happened.
The EQA is limited because it focusses mostly on pollution control (end-of-the-pipe control). It is not effective for macro management and land use related issues. We are not putting enough emphasis at addressing environmental issues at the policy level. Too much micro-management and too much emphasis at project-level EIA.
One of my boggest complaint is there is no leadership when it comes to environmental management in Malaysia. Semua orang jaga tepi kain sendiri. MONRE supposed to provide this leadership but either is not able or does not want to do so.
